Colleen Salonga is a retired U.S. Navy Captain and has served on three ships: USS BUTTE (AE-27), USS
GONZALEZ (DDG-66), and USS THEODORE ROOSEVELT (CVN-71). Her assignments ashore include Schedules
and Replenishment Officer for Commander, Logistics Forces NAVCENT/Commander, Task Force 53 (CTF-53)
in the Kingdom of Bahrain and a combat deployment to Afghanistan as the Deputy Commander for the
Defense Logistics Agency Support Team.
Other shore assignments include Naval Sea Systems Command; Fleet Forces Command; Director of the H60 Program, Weapon Systems Support; Defense Logistics Agency; and the Office of the Chief of Naval
Operations, Combat Logistics Programs and Policy Branch (OPNAV N424). Most recently she was the
Director of Supply Chain Management for the F-35 Lightning II Joint Strike Fighter supporting 12 countries.
She has worked as a sustainability and supply chain management consultant for retail and technology, and
as a senior supply chain consultant for the Federal Emergency Management Agency and the U.S.
Department of Health and Human Services. She graduated from the U.S. Naval Academy with a B.S. in
Economics. She has an M.B.A. from George Washington University, a master’s degree in National Security
and Strategic Studies from the Naval War College, and a master’s degree in Global Fashion Management
from the Fashion Institute of Technology. She is in a Ph.D. program at Iowa State University focusing on
circular economy for the supply chain
