As the Associate Chief Information Officer (CIO) for Information Technology (IT) Strategy and Policy
(ITSP) at the Office of Personnel Management (OPM), Larry oversees OPM’s cloud cost management and
optimization, IT policy, IT legislation/compliance, IT performance management, IT audit management, IT
transformation, transformation/change management, enterprise IT communication, capital planning,
and Enterprise Technology Business Management (TBM). He also oversees a variety of IT
programs/projects that are critical to OPM’s Strategic Plan.
Larry has a track record of delivering technical capability in the public and private industry. Prior to
joining OPM, Larry served as the Associate Director for Professional Services and Mission Operations in
the Department of Homeland Security (DHS), Office of the Chief Procurement Officer (OCPO), Strategic
Solutions Office (SSO). He has also served as the Deputy Program Manager (PM) for enterprise solutions
in the DHS, Office of the Chief Financial Officer (OCFO) for the hybrid cloud implementation of DHS’s
enterprise systems including financial, procurement, and asset management. Prior to the DHS
headquarters assignments, Larry served as the program manager to replace the enterprise systems at
DHS, Science & Technology and at US Coast Guard. He also led the organizational reorganization of
Customs and Border Protection (CBP).
Larry holds a Master of Science degree in Management Information Systems, a Master of Business
Administration, and a Bachelor of Science in Business Administration – Accounting Concentration
