Reimagining the Federal Workforce

The federal workforce is undergoing transformation, relying more on technology to perform their jobs and achieve mission objectives. To that end, federal agencies are re-skilling, up-skilling and applying change management techniques across the federal workforce to prepare employees for future work, while aligning improved productivity with employee retention and satisfaction.


In the post-pandemic environment, the Office of Personnel Management encourages agencies to consider expanding the availability of workplace flexibilities permanently, viewing telework and other flexible work arrangements as retention and recruitment tools. Federal government employees and agency leaders have acknowledged that the shift to maximum telework has led to increased productivity on many tasks, as well as improved employee engagement.  As a result, Federal government agencies are moving forward with employees working both in-person and at-home. The Biden administration also encourages agencies to train “managers on fair and equitable performance management for hybrid teams” to ensure that remote and hybrid workers are not treated differently than others.  This means agency leaders will need a plan for accommodating hybrid work practices, especially when it comes to performance management.


Meanwhile, as government and society in general reimagines how people work, federal agencies need a broader talent ecosystem. The White House established a government-wide initiative to advance diversity, equity, inclusion, and accessibility in all parts of the federal workforce. Now, federal managers will implement programs, spread awareness, expand DEIA training, remove barriers, address harassment, and take other actions to ensure that all employees are treated with dignity and respect.


Continuous investment in training and development is essential for improving the performance of the federal workforce as well as enhancing government services.  How are agencies re-tooling and transforming their workforce to address the mounting challenges and threats to our nation, as well as reskilling federal workers to tackle the government’s technology challenges?
