Karen Shields is the Deputy Director in the Office of the Center Director at the Center for Medicaid and Chip Services (CMCS) at CMS responsible for Medicaid Operations. She has over 30 years of experience in Business and Systems Operations.

Karen returned to CMS in April to lead CMCS after a stint in the private sector. Before leaving CMS in 2018, she served as the Deputy Director at Center for Consumer Information and Insurance Office (CCIIO) and as the Director for Marketplace Operations. During her time at CCIIO she led multiple Open Enrollment periods for the Healthcare Exchanges and oversaw the team responsible for the implementation, design and launch of systems for the disbursement of over $23 billion in federal payments to health insurance plans.

Before joining CCIIO Karen previously worked in the Office of Information and Technology (OIT) and led the Division of Customer Liaison and Support services. Before joining CMS in 2010, Karen worked for 10 years at Lockheed Martin in their Information Systems division where she led multiple technology projects with the Departments of Defense, Treasury and other government agencies.

Karen has a passion for public service and optimizing public/private partnerships. She users her experience in the private and public spheres to continually work to ensure the improvement and integrity of operational and systems delivery.
