Jeneen Iwugo is Deputy Director of the Center for Clinical Standards and Quality (CCSQ) at the Centers for Medicare & Medicaid Services (CMS). She is the Senior Government Executive accountable for leadership, management and execution of the $2 billion annual budget and operations of the Center for Clinical Standards and Quality’s 800 FTEs. Jeneen has more than 16 years of government leadership, resource management, quality improvement, communications, and policy development expertise. Jeneen is an expert in implementing quality improvement techniques to develop and execute on innovative approaches to the evolving needs of the nation’s healthcare system. An accomplished people-person, she is an organization-savvy executive with proven ability to manage programs to align with evolving priorities and objectives of senior leadership, while successfully meeting and exceeding global agency goals for measureable results. With a reputation for transparency and honesty, while managing change effectively, Jeneen is a go-to for any budgetary, management or difficult personnel matter affecting the Center.

In her current role as CCSQ Deputy Director, Jeneen has executive leadership responsibility for CMS’ Quality programs including the agency’s Quality Improvement Networks, Quality Measurement development, Medicare Coverage and Analysis, Medicare Conditions of Participation and the agency’s Survey and Certification work. In prior roles at CMS, Jeneen led and executed the QIO regulatory expansion which broadened eligibility for QIO contracts beyond the previous state based structure and established the Beneficiary and Family Centered Care QIOs which performed over 1 million case reviews, accepted over 3 million beneficiary calls and returned over $50 million to the Medicare Trust Fund during its last 5 year scope of work. She also led a comprehensive approach to policy development and technical assistance implementation to support provider integration into Merit-Based Incentive Payment System which contributed to the agency-wide accomplishment of 91% participation by eligible clinicians in the first year of the Quality Payment Program and resulting in a 98% satisfaction rating by those clinicians who received technical assistance.
