Ms. Roya Konzman is Acting Division Director for Solutions Development, IT Services within the Office of IT Services Category, Office of Information Technology Category (ITC) in GSA’s Federal Acquisition Service (FAS). FAS provides buying platforms and acquisition services to Federal, State and Local governments for a broad range of items from office supplies to motor vehicles to information technology and telecommunications products and services. As an organization within FAS, ITC provides access to a wide range of commercial and custom IT products, services and solutions.
Ms. Konzman has over twenty years of program management and technical experience in overseeing cost, schedule, and technical performance of IT programs in both government and private industry. Ms. Konzman developed the IT Schedule 70, Health IT Special Item Number (SIN) in partnership with the Defense Health Agency (DHA) to support the Federal Health IT Strategic Plan goals and initiatives. She is passionate about working with Health IT customer agencies, and industry partners to achieve win-win solutions.
In her current role as a member of the ITC emerging technology team, Ms. Konzman is improving and implementing through innovation ITC’s solutions to meet customer agencies emerging technology needs. Ms. Konzman also works closely with emerging technology vendors to ensure timely on-boarding to GSA solutions.
Prior to joining GSA, Ms. Konzman worked at the Nuclear Regulatory Commission (NRC) as the Branch Chief for the Office of New Reactor, Information Technology Branch (NRO), where she managed the development, maintenance, and implementation of NRO’s IT infrastructure. She also served as a Senior IT Program Manager for the Office of Nuclear Security and Incident Response, where she implemented the agency’s first secure wireless system. Prior to working for the NRC, Ms. Konzman worked in private industry where she supported many government agencies in engineering IT requirements.
Ms. Konzman holds a Contracting Officer’s Representatives level III, and Senior Program and Project Managers certification from Defense Acquisition University. She is a certified Project Management Professional and Information Technology Infrastructure Library practitioner. Ms. Konzman holds a Bachelor of Science degree from George Mason University and a Master of Science degree from the George Washington University in Computer Information Technology.
