Investing in Long Term Modernization to Drive Innovation

Investments in long-term modernization are key to sustaining the drive for innovation across the federal government. Agencies have accelerated their modernization efforts in response to the COVID-19 outbreak. Ongoing dialogue with the Federal CIO Council will help agency leadership come up with new ways to sustain rapid innovation and accelerate digital transformation. Leveraging the Technology Modernization Fund (TMF) and IT working capital funds established by the Modernizing Government Technology Act can help agencies invest in long-term modernization efforts, as opposed to relying on annual appropriations. Funding is just one part of the equation.

People and agile transformation are just as important as technology and agencies will have to incorporate all three functions to develop a digital culture within their organizations. Industry can play a huge role by showing agencies how private sector best practices and experience can be adapted to drive greater innovation, offering examples from small scale startup innovation and enterprise transformation. Agencies will have to forge new ways of using workforce, policy, procurement, and technology to continue the modernization gains the government achieved over the past several months.
