Plenary Session 1: Securing the Enterprise

Securing the New Normal - Ensuring Enterprise Security for a Remote Workforce

As millions of people began to work from home due to the COVID-19 outbreak, malicious actors targeted remote workers with scam and phishing emails and through unpatched virtual private networks (VPNs), cloud collaboration, and application development services. As agencies extend their systems and IT environments to a larger volume of remote workers, the potential attack surfaces that adversaries can exploit increases exponentially. What is next as the pandemic subsides? What are the enemies focusing on now, especially as it seems certain that telework is here to stay? Agencies will have to continue to focus on strategies to optimize their security operation centers to better manage the threat landscape, adopt data-driven cybersecurity approaches to make smarter decisions about cyber defense, and find the right balance between the delivery of citizen services and enterprise security.

In this session our CISOs and panel members also will discuss:

  • How to prioritize funding and stimulus money for cybersecurity.
  • What types of organizational revamping and BYOD policies are needed in the new normal?
  • How to optimize agencies and bridge security to meet mission objectives more effectively.

Speakers:

  • Shane Barney, Chief Information Security Officer, USCIS

  • Paul Cunningham, Deputy Assistant Secretary and Chief Information Security Officer, VA

  • Servio Medina, Chief of Cybersecurity Oversight, Governance, & Strategy, DHA

  • Janet Vogel, Chief Information Security Officer, HHS

Plenary Session 2: Enabling the Enterprise

Enabling the Enterprise in a Fast-Changing World (expected and unexpected)

The Federal Data Strategy has enabled the government to better curate, use, and share operational data as agencies were asked to disperse funds for the economy, as well as collaborate with industry to understand and fight an invisible enemy, according to former Federal CIO Suzette Kent. For example, The Department of Health and Human Services (HHS) PROTECT system provides a common operating picture of the spread, impact, and behavior of viruses to better  analyze policy options with data insights. Additional agencies have reported leveraging data and artificial intelligence to create actionable insights.

To harness the value of the government’s trove of collected data and opportunities, agencies need to automate processes to build a strong data layer.  Federal decision makers are looking to channel the potential of AI / ML to make positive changes in areas such as healthcare, supply chain, natural disaster relief, citizen services and cybersecurity. How can agencies leverage automation and AI/ML to allow people to be creative and innovative, but maintain order at the same time? Federal leaders must promote safe and effective methods for human–AI collaboration to achieve optimal efficiency and performance.

In this session CDOs, CTOs, and CIOs will discuss:

  • How to enable policy, people, data, and technology to impact the mission?
  • What are the benefits and guide rails for implementing emerging tech?
  • Use cases for how to react quickly to unexpected events.

Speakers:

  • Dr. Gil Alterovitz, Director of the National Artificial Intelligence Institute, VA

  • Thomas Beach, Interim Chief Data Officer, Department of Commerce

  • Dr. Sara Hooshangi, Director, MEng Program, Virginia Tech Innovation Campus

Plenary Session 3: Modernizing the Enterprise

Modernizing IT to Swiftly Address Customers in the New Normal

With COVID-19 making a massive impact on everyone, agencies have "doubled down" on their modernization efforts.  Recent investments in modern technology, robust and scalable commercial tools, data management practices, cybersecurity enhancements, and automation helped government agencies transition to a digital environment supporting work at home initiatives. However, moving to a telework environment was not without its challenges.  Many agencies needed to boost network capacity and IT infrastructure to securely support hundreds of thousands of remote workers because VPNs could only accommodate a limited number of workers. At the same time, agency leaders recognize they need to improve citizen services and operate more efficiently in an increasingly digital world. During this session attendees will have an opportunity to hear specifically how agencies are shifting their business models to address the customer experience.

Objectives:

  • Learn how agencies are engaging with workforce and addressing customer requirements to successfully modernize.
  • Discuss gaps that were uncovered with the new WFH environment, which had to be immediately addressed.
  • Review effectiveness of DR/COOP programs and the impact of an effectively modernized enterprise.

Speakers:

  • Jack Galvin, Associate Deputy Assistant Secretary of OIT, VA

  • Jed Hickman, Acting Director, EDGAR Business Office, SEC

  • Dr. Karl Mathias, Assistant Director and Chief Information Officer, Information Technology Division, U.S. Marshals Service

  • Roy Varghese, Assistant Chief Information Officer, NOAA Fisheries

  • Moderator: Jason Miller, Executive Editor, Federal News Network
